Why your star rating matters

Under the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations 2018, your star rating determines how long your licence runs and how often you are inspected.

Required standards vs higher standards

DEFRA divides the conditions into two categories. Every licensed premises must meet the required standards. To achieve 4 or 5 stars you must also meet a proportion of the higher standards.

Required standards cover the basics — proper documentation, safe accommodation, disease control, adequate staffing. Higher standards cover things like CCTV, separate isolation facilities, enrichment programmes, staff qualifications and specific record-keeping.

To achieve 5 stars you must meet all required standards AND all optional higher standards relevant to your activity type. Missing even one higher standard can drop you from 5 to 4 stars.

The higher standards you need for 5 stars

These are the most commonly missed higher standards that drop premises from 5 to 4 stars:

CCTV covering all boarding areas
Full CCTV coverage of all areas where animals are kept is a higher standard. Partial coverage may count toward 4 stars but full coverage is required for 5.
Separate isolation facility
An isolation facility that is physically separate from the main boarding areas — not just a separate kennel run within the same building — is required for the highest ratings.
Written enrichment programme
A documented enrichment programme covering exercise, socialisation, play and mental stimulation for each animal type you board.
Staff qualifications
Evidence of relevant animal care qualifications or attendance at recognised training programmes for all staff working with animals.
Individual animal records
Detailed individual records for each animal in your care including feeding preferences, medical history, behaviour notes and daily observations.
Document specificity
Generic documents with blank fields left in, or documents that do not reflect your actual premises setup, will reduce your rating. Every document must be specific to your operation.

Note on first-time applicants

First-time applicants cannot receive a 5-star rating on their initial inspection under LAIA 2018. The maximum for a first application is 4 stars. A 5-star rating is only available on renewal once you have demonstrated ongoing compliance. See our first application guide for more information.
